There's a move afoot in Congress to change the way the law treats taxes on purchases made over the Web and taxes on Internet access charges. A decade ago, industry leaders said their start-up businesses needed protection in order to flourish.

But with Internet retailers now annually raking in hundreds of millions of dollars, it's a different world. So which side has the better argument? And which side is likely to prevail?
