Philly poverty

"Philadelphia, with a quarter of its 1.5 million people officially below the federal poverty line, is one of the poorest U.S. cities."

Maybe its because the city leaders waste their time on stuff like this instead of focusing on Philly's staggering crime rate and corruption. All the cheap internet access in the world isn't going to help the city while it is averaging 1 murder a day.
